fix: synchronize SSH CWD with SFTP file pane - #306

Summary

• Synchronize SSH/SFTP directory following after terminal commands, including sudo -i and su -, while skipping redundant directory loads and quietly refreshing changed listings.
• Restore the loading overlay when the file pane must navigate back to the confirmed terminal directory.
• Unify the right terminal frame border with the dark theme's #383838 default border.
• Prepare version 2.2.28 and add bilingual release notes.
